Yes, if the controls in the webpage support Active Accessibility.

You can check it with RanorexSpy. Download RanorexSpy from http://www.ranorex.com/download/ and start it.
Drag the finder tools over the webpage and check the properties of the elements.

You can automate a webpage the same way as an application.
