How to use global parameters for different urls : General Questions

Hi, I have to execute same testsuite in different url (i.e. development and testing)

Example:
[b]development
http://localhost:8080/flex.swf

testing
http://testing/flex.swf

Here the urls points to same application but how can i use the gloabal parameters for url settings
