No, a monitor should not be required, but a logged on user is. So, there needs to be a desktop available, i.e. the desktop must not be locked and screensaver must not be running.
If you remotely connect to the computer, I recommend using VNC instead of MS Remote Desktop, since Remote Desktop locks the computer once you minimize or close the Remote Desktop application. (See http://www.uvnc.com/ for a free VNC application.)
