Conclusion:
After communicating with Ranorex team, we have found out that it's probably something in my environment. If I try it on fresh new system it works as expected. On my system, it only works when I run the test suite. If try just one recording module, the mentioned bug appears.

Thanks, that will do that I didn't know about the 'ancestor' keyword, that will help me in other situations as well. And I also found out it's possible to write something like this:
/div?[@id="actionpanel"]

SOLVED.
The problem was the DevTools window that was opening together with our AUT and thus blocking the remote debugging port ... I don't understand how come I haven't seen it right at the beginning, it seems so obvious now

So, it needs MS redist 2017,both x86 and x64. And I realized that for the previous Ranorex 8.3 there was also one MS redist installed, it was 2010 (don't know if 32 or 64 bit...). I am not sure, whether this information is somewhere in the docu, but if not it should be
